			<content:encoded><![CDATA[So serious that he recently e-mailed me a link to a map showing the cheapest gas in my area. Three locations pop up: one in Powhatan and two in Petersburg. Considering those are all about a 45-minute drive from my house, I’m not sure I’ll call that a net savings in gas.

Warner’s e-mail also included a link to a Federal Government website telling me how to drive more efficiently. This reminds me of the time during the 2008 presidential campaign when then-Senator Obama said that inflating our tires would save as much energy as we could produce by drilling more in the U.S.

Here’s the entire text of Warner’s e-mail:

I don’t know why so many Americans take politicians like Mark Warner seriously. If he really wanted to help ease the pressure at the pump, instead of sending insulting e-mails about how to drive properly and where to fill up, he could address the root causes: the Fed and his own party’s rabidly anti-energy policies. I will credit him that <a href="http://voices.washingtonpost.com/virginiapolitics/2010/12/post_710.html" target="_blank">he came out against President Obama’s drilling moratorium</a>, but he hasn’t done much to openly advance the cause of greater energy exploration in the U.S. (I know, because I haven’t received an e-mail about it.) And he didn’t demand the Fed stop flooding our economy with new money, reducing the value of the dollar, which causes a rise in the price of oil. It also doesn’t help that the Democratic Party continues to publicly attack the oil industry, threatening to increase their cost of doing business. That extra cost, of course, will simply flow through to you and me in the form of … higher gas prices.

So will Mark Warner now stand up to his Democrat colleagues and tell them to get out of the way of the oil producers instead of creating roadblocks at every turn? Because the truth is that if America were ever to become serious about energy independence and actually go all the way with developing our own plentiful oil, shale, and natural gas resources, the price of energy would plummet, permanent jobs would be created, and our economy would boom. Instead, though, we find ourselves in a situation where the skyrocketing gas prices are further stretching Americans on tight budgets, and will ultimately inflate the already inflated cost of the products we purchase, since they will now be more expensive for businesses to ship. And if gas prices get too high, it will decimate the trucking and airline industries we depend on for a functioning economy.

But—perhaps there’s hope? <a href="http://politics.blogs.foxnews.com/2011/05/12/house-approves-bill-lift-drilling-moratorium" target="_blank">The House just passed a bill to lift the drilling moratorium.</a> As Senator Warner calls himself “a strong advocate for an ‘all of the above’ approach to energy,” he’ll be leading the charge in the Senate to pass this bill and override President Obama’s certain veto, right?

Riiiight.

But, hey, at least I now know how to inflate my tires and drive a few cities over to save 10 cents/gallon on gas.

The Senate is threatening to pass an Omnibus spending bill unparalleled in its recklessness. Our economy is teetering on the brink, our deficit soaring every higher, and yet our &#8220;leaders&#8221; are attempting to pass a bill loaded with unimaginable and unprecedented pork and earmarks. This monstrosity:

* Spends $1.1 TRILLION
* Is 1,924 pages long at $575.13 million spent per page
* Spends $1 billion for pre-funding of the un-Constitutional Obama/Pelosi/Reid health care takeover
* Includes 6,488 PORK-BARREL EARMARKS identified so far

As you know, the Federal Open Market Committee announced its plans to continue the quantitative easing strategy it began in December 2008 by purchasing an additional $600 billion of longer-term Treasury securities. Proponents argue that purchasing additional securities will lower long-term interest rates, thereby encouraging greater lending and investment, lower the risk of deflation, and provide a boost to U.S. exports.

Opponents argue that even with additional liquidity there is nothing to ensure that lending will increase, and that encouraging investment in some assets may increase the probability of creating asset price bubbles. Some observers fear future inflation. Also, several countries have raised concerns about the impact of the Federal Reserve&#8217;s actions on the value of their currencies.

<blockquote>Thank you for contacting me about the Federal Reserve&#8217;s decision to implement a quantitative easing plan.  I appreciate hearing from you on this important manner.

The Federal Reserve is an independent government agency charged with carrying out monetary policy for the United States.  On November 3<sup>rd</sup>, it announced a new $600 billion quantitative easing plan to be executed over the next 8 months with the goals of driving economic growth and reducing unemployment.

Quantitative easing is a tool that can be used by central banks when the interest rates and inflation are low. By buying a large amount of government bonds, the Federal Reserve aims to minimize the increase in market interest rates versus the federal funds interest rate, thereby encouraging companies and individuals to invest to stimulate economic growth.

There are risks to quantitative easing, however. Because it can cause consumer prices to increase, consumers are encouraged to spend now rather than later, spurring short-term growth.  Low consumer confidence and growing international doubts that the US can repay our national debt are real risks to our economy, though, and can marginalize the benefits of quantitative easing. The Federal Reserve would not have used this tool if they didn&#8217;t feel it was necessary now, but that does not leave us off the hook – we need to do a better job controlling federal spending and get the national deficit under control.

This is why I co-sponsored bipartisan legislation (S.2853) proposed by Senators Kent Conrad (D-ND) and Judd Gregg (R-NH) to create an 18-member task force to address our nation&#8217;s long-term budget crisis. The task force would be charged with making sweeping budget and revenue recommendations to be presented to Congress for a simple up-or-down vote, with no amendments allowed. On January 26, 2010, the Senate voted this amendment down by a count of 53-46. It is regrettable that a number of Senators who traditionally had co-sponsored this legislation suddenly reversed their original position and voted against the bipartisan proposal. Currently, we expect the National Commission on Fiscal Responsibility and Reform to release their report in early December. It is my hope that the Commission&#8217;s report includes recommendations that unite Members of Congress in order to pass a bipartisan package to reduce the federal deficit. 

On September 28, 2010, I was proud to sponsor the Government Performance and Results Modernization Act of 2010 (S.3853). This bipartisan legislation seeks to make government work more efficiently by requiring every federal agency to set clear performance goals that can be accurately measured and publicly recorded. S.3852 establishes a clear framework to identify overlapping federal programs, and requires more focused efforts to identify potential taxpayer savings. On September 29, 2010, the Senate Homeland Security and Government Affairs Committee passed this legislation and it now awaits debate before the full Senate.

In addition to the Government Performance and Modernization Act, I also filed an amendment to the Unemployment Compensation Extension Act of 2010 (H.R.4213) that would have eliminated 17 outdated, ineffective, or duplicative programs that each year cost taxpayers approximately $806 million. These 17 programs have been targeted for elimination by the Office of Management and Budget under both Presidents Bush and Obama. While unfortunately this amendment did not receive a vote, and thus was not a part of the final legislation, I believe that these are the steps we must take in order to restore fiscal sanity to our federal budget.

This unprecedented power grab will result in the EPA governing &#8211; and draining wealth from &#8211; huge sectors of the economy&#8230;and ultimately your wallet.

Yet the Clean Air Act (which defines the EPA&#8217;s role), provides no legitimacy to the EPA&#8217;s finding. As Marlo Lewis points out in this <a href="http://www.masterresource.org/2010/06/epa-endangerment-showdown-rt-advice/">excellent piece at MasterResource</a>:

<blockquote>The Clean Air Act directs EPA to identify and regulate pollutants that damage air quality. Lead is an air quality contaminant, so it fits perfectly within the statutory framework. However, search the Clean Air Act from top to bottom, and you will not find any Title, section, or subsection on global climate change, nor will you find the terms “greenhouse gas” and “greenhouse effect.” Just because EPA has authority to regulate lead as an air quality contaminant, it does not follow that EPA has authority to regulate carbon dioxide as a greenhouse gas. </blockquote>

This end run around Congress raises grave Constitutional concerns. The EPA is proceeding due to the contortions of logic in the Supreme Court’s 2007 ruling, Massachusetts v. EPA (549 U.S. 497, 2007). Under the majority&#8217;s selective reading, Lewis observes:

<blockquote>[...] a thing may be an “air pollutant” even if it does not degrade air quality. As Justice Scalia quipped in dissent, given the majority’s reading, “It follows that everything airborne, from Frisbees to flatulence, qualifies as an ‘air pollutant.’” Indeed, if anything  emitted into or entering the ambient air is an “air pollutant,” then even absolutely clean, pollution-free air is an “air pollutant” the moment it moves or circulates.</blockquote>

Yet, we have the power to stop this unbridled power grab. The power to create and define a law comes <strong>only</strong> from Congress (as representatives of <strong>we the people</strong>), not from the Supreme Court or the EPA.  As Lewis points out:

<blockquote>Members of Congress, however, have a duty to exercise their own judgment to determine what the law means. They cannot automatically defer to the Court’s interpretation without Congress ceasing to be an independent and co-equal branch. A doctrine of judicial infallibility is as alien to our Constitution as is a doctrine of bureaucratic supremacy.</blockquote>

Scheduled for a June 10 vote, Senator Murkowski&#8217;s resolution asserts Congress&#8217; authority to define the role of the EPA.  Lewis sums up what&#8217;s at stake:

The importance of the vote on S.J.Res.26 is difficult to exaggerate. Nothing less than the integrity of our constitutional system of separated powers and democratic accountability hangs in the balance.</blockquote>

We must insist that Senator Warner reject this Health Care abomination that skyrockets costs, interferes in your health decisions, mandates health insurance, includes taxpayer funding of abortions, and doles out billion dollar payoffs to politicians that make extortion look pretty. His calendar on his website is showing that Warner&#8217;s staff will be in Hanover this Wednesday! We called the library to confirm.  This is a public meeting!!!! Let&#8217;s get a crowd out there!

			<content:encoded><![CDATA[Up to now Mr. Warner was talking about all of the cost savings that will come from the health care legislation.  With the anger against this bill growing, it appears to us as if the good senator is looking for cover:
<blockquote>Five Democratic senators urged the Senate majority leader, Harry Reid of Nevada, on Thursday to include a “fail-safe mechanism” in the final version of major health care legislation in order to guarantee the hundreds of billions of dollars in projected government savings that are intended to help pay for the bill.

&#8230;

In a letter to Mr. Reid, the five senators urge that the legislation include some sort of fast-track and fail-safe mechanism that they said would give Congress “the tools to keep cost under control should the current savings estimates fail to materialize.”

The letter was signed by Senators Evan Bayh of Indiana, Michael Bennet of Colorado, Kay Hagan of North Carolina, Claire McCaskill of Missouri, and Mark Warner of Virginia.</blockquote>
One wonders what these &#8220;<em>the tools to keep cost under control should the current savings estimates fail to materialize</em>&#8221; might be. Can you say tax increase/rationing?

			<content:encoded><![CDATA[You have to love Senator Warner. While meeting with community leaders in Martinville, the Sentor talked about his ideas for jump-starting the economy.  He proposed two little ditties:

But to show is how fiscally responsible he is, the Senator was quick to add:
<blockquote>Because the funding is already in place, Warner said, the proposal “would not add $1 to the deficit.&#8221;</blockquote>
Well duh Senator &#8211; that&#8217;s because it has ALREADY added to the deficit, helped along by your vote for the TARP and Stimulus bills last year. 

Our Senator&#8217;s second proposal involves &#8211; suprise, suprise &#8211; another federal loan program:
<blockquote>Under a second proposal, the U.S. Department of Commerce would create and administer a federal loan program to provide incentives to overseas employers locating in the United States.

China, India and many other countries already provide incentives of up to $12,000 per job to potential employers, Warner said.

Currently, “there is no state or federal program” in place to support jobs or companies moving to the United States, and states generally compete against each other, Warner said.

Broadband and other infrastructure would enhance the chance that businesses considering locating to the United States would look at rural areas, Warner said.

Under his proposal, loans could not be used to move a job from one state to another, but to lure information/technology and manufacturing jobs to areas of high unemployment or lower income in the United States, Warner said.

Interest-free loans of up to $10,000 per job would be given to state, local or regional economic development agencies, according to a release from Warner. Then, funds would be paid out to companies in two $5,000 per-job-per-year installments.

If the company keeps eligible jobs onshore, the initial repayment installment would be forgiven after the first year, the release stated. If eligible jobs remain for the entire second year of the loan, the second installment also would be forgiven.

Warner said the sectors of manufacturing and information/technology would be targeted because they often lead to other economic development such as suppliers, vendors and other providers,</blockquote>
So our fiscally responsible Senator&#8217;s ideas involve throwing more money and bureaucrats at the problems of Virginia.

But take heart, it&#8217;s not like Mr. Warner is wearing rose-colored glasses:
<blockquote>“This is not a silver bullet. It would not solve all of our problems, but we’ve got to have tools” when competing in a global market, Warner said.

He does not know how long it might take for the measure to be approved or implemented. Nevertheless, Warner said, “I am very, very optimistic we will come out of this economic downturn.”</blockquote>
You gotta love that last line.  Senator Warner, we don&#8217;t know when you will be defeated, but we are very optimistic that it will be sooner rather then later.
